Prosecuting Attorney Kelden Waltjen announced that 58 year-old David Scott Paulino, Sr. of Hilo was charged with sexual assault, abuse, and terroristic threatening in relation to incidents that occurred at a Hilo residence between July 31 and August 1, 2022.
As the Complaint alleges, Paulino, who has 11 prior felony convictions, was charged with two counts of Sexual Assault in the First Degree, Felony Abuse of a Family or Household Member, misdemeanor Abuse of a Family or Household Member, Interference with Reporting an Emergency or Crime, and Terroristic Threatening in the First Degree (with a dangerous instrument or a simulated firearm, a knife).
Sexual Assault in the First Degree, is a class A felony offense which carries a penalty of 20 years in prison. Prosecutors have provided notice to seek an extended term of imprisonment, alleging that Paulino is a persistent and/or multiple offender. An extended prison term for the Sexual Assault in the First Degree charge would mean that Paulino could face life in prison with the possibility of parole.
The investigation was initiated by Officer Lam Doan, South Hilo Patrol, and the felony investigation was handled by Detective Richard Itliong, Area I Juvenile Aid Section, Hawai‘i Police Department.
The case is being prosecuted by Deputy Prosecuting Attorney Ha‘aheo Kaho‘ohalahala. The charges are merely allegations, and the Defendant is presumed innocent unless and until proven guilty.
