
(AP) — The Honolulu Police Department says it is making changes to be more transparent and address use of force tactics. The Honolulu Star-Advertiser reports the department will now hold news conferences within 24 hours of all shootings involving officers. It is also making changes to its training practices and enacting a near-total ban on shooting into vehicles. The announcement came after two fatal shootings that are under investigation. One involves a 16-year-old boy police say was driving a stolen car. Three officers have been charged with murder and attempted murder in that case.
